The Ohio Department of Education and Workforce, in response to Senate Bill 168 (135th General Assembly), initiated a pilot program in the 2024-2025 school year to test the feasibility of remotely administered and proctored state assessments. This pilot aimed to explore the potential of remote testing to enhance flexibility and accessibility for students attending internet-based community schools while maintaining the integrity and security of the testing process. The pilot demonstrated the potential of remotely administered and proctored testing while also highlighting areas of strengths and weaknesses. Based on the pilot's outcomes, several matters should be considered if remote proctoring goes forward. These include mandatory training for all participating schools, completion of a Remote Proctoring Certification course by school personnel, and a pilot to familiarize teachers, students, and families with remote testing features. Additionally, it was noted that remote testing may not be practical for large-scale testing due to the need for active monitoring and the strong recommendation to limit the number of students-to-proctor ratio to ensure test security and integrity.
