The concept of a "smart city" is an important element of progress in the economy and society, aiming to make cities not only centres of government, business and culture, but also good places to live in a sustainable way. The paper presents a proposal for a comprehensive functional model of a smart city, founded on several diverse sources, which can be used as a reference view for local government research or implementation purposes. It is complemented by a framework of "digital intelligence", which reflects key digitalisation drivers that support the development of functional areas of the smart city. The functional model and the technical framework are then evaluated against the Digital Europe programme of the European Commission to indicate the alignment of local – city development – with the country and EU agenda.
